They are capable of creating two inch lacerations into someones body, which then freezes the blood. It can only be done in the wound and 5cm from it. The freeze lasts two posts, but leaves the wound exposed.

That is the template you need. You need to give more information overall. How deep can they cut? Is there anything special about them? Etc, etc.

2in deep wounds I can allow because this is elementally enhanced; but you need to expand on the blood freezing. That's extremely dangerous and can be extremely lethal, and therefore requires some information. How much blood over how large an area; how long does the freeze last, and does it cause the blood to coagulate (turn into a scab basically)?
