Clan History:
A clan unofficially created around two hundred and ten years ago, the Shugotenshi are little more than a family who took up using paper for combat and passing it on to their younger generations. The name "Shugotenshi" is a tribute to a certain girl very few remember, though when she is thought of it's rather fondly. It's not their real last name, rather they all have different ones, branching off into little smaller groups of the main family. They were rather unremarkable for many years, living with normal social positions as many other minor clans and ninja do. Yes, they used paper, but that was as much of a drawback as it was any form of plus. It took years before the chakra infused in their creations was able to be tweaked to remove the devastating effect water had on it; and even then it wasn't enough to block out the other liquid compounds such as oil.

Lucky enough Kirigakure, and later Amegakure, never had many wars with the likes of the Land of Fire- this saved them from their largest weakness of Katon techniques, which many members of this family have been known to die thanks to. The so-called secret technique and namesake for the kekkai genkai they created, Shikigami-no-mai, started off as nothing more than a paper saving method. Someone wondered if they could somehow turn other objects like stone into a paper substance so that they wouldn't have the misfortune of running out in battle. (Which happened more often than you might think.)

This didn't seem to work, however, and for quite awhile the people of the Shugotenshi gave up on the thought. It was the aforementioned girl who mastered the technique two hundred years ago, though she seemed to have no direct relation to the family in any way; it was more as if they held her in awe, such as a God of some kind. Even after her untimely death the clan studied the technique she utilized- turning who own body into paper itself, a limitless supply that somehow regenerated itself no matter how many techniques you used.

It was dangerous, yes, as shown by (or rather heard by the news of) her death. You transferred the weaknesses the normal paper jutsu you used possessed to the point that fire and even occasionally wind became fatally dangerous. The first few people who worked out the formula and spent years to be able to utilize even a spark of this technique were soon treated as monsters, paper-people. The girl was a legend and it was easy to faun over her but to see these things up close, to see a person not be a person anymore? It grew to be terrifying. Fifteen years later the current "boss" at that time, with the consent and support of the Kage, passed a ban on it. Since then it has been labeled as a kinjutsu and none have moved to seek it out.

... At least, not in public.

Kekkei Genkai: Shikigami-no-mai (Dance of the paper God)
Kekkei Genkai Description: Using special receptive paper, members of this clan focus their chakra into it, sharpening and hardening the paper for use in combat. This also allows them to manipulate that shape of the paper. The strongest technique this kekkai genkai holds is it's namesake, the true Shikigami-no-Mai. This is a kinjutsu forbidden by the clan heads that turns the user's own body into paper and is rather difficult to acquire. Despite being made of paper water seems to have no added effect on the chakra-changed instrument, actually weakening it's power by -1 when used against any of these techniques.
Drawbacks:

• While the clan is surprisingly strong against water, katon attacks mean their death. All katon based jutsu against the jutsu of this clan do +2 damage.
  
• All jutsu take a certain amount of the paper to use.
  
• Paper must be purchased after the clan member runs out.

Description: A technique that consists of pouring one's chakra into a scrap of paper in a split second, hardening and sharpening it, so it can be used as a shuriken. Its sharpness is equal to that of a shuriken made of metal. This is the most basic technique in the Shugotenshi's clan arsenal. Up to five shuriken can be made with this jutsu in one use, each costing a sheet of paper. After the opponent's post after these are thrown, unless they're destroyed, the chakra in the paper used dies out and the paper is now useless. Paper Shuriken may travel up to fifteen meters before falling to the ground harmlessly.

Description: The secret forbidden technique of the Shugotenshi clan, this turns the user's own body into paper. Using their high origami and ninjutsu skills, the clan member can turn their body and clothing into many sheets of paper. This allows them to manipulate the paper and change it's shape into things like airplanes or small winged creatures for surveillance, etc. The amount of themselves they can turn into paper is dependent on the rank of this technique; and it's not easy to acquire in the first place. All paper made from this jutsu are usable in the other jutsu of the clan. While this is active members are slowed by oil and mud based techniques against them, a total of 50%, which can be washed off with suiton abilities. (Lasts two turns otherwise) The shikigami-no-mai user also gains the clan's weakness to fire jutsu, taking +2 ranks of damage from all Katon.
A: Body from the waist down is turned into 200 sheets of paper in total. While active the ninja floats up to three feet off the ground at all times. Body is recreated once this jutsu is turned off, regardless of amount of paper used/destroyed, but any damage the paper took (fire, etc.) is transferred to the actual body at the change. If the user is hit by an a-rank or higher katon jutsu this is put on forced cooldown and their "health" is cut to 25%. (They are extremely weak, basically, if this happens. If they were already exhausted they will die; if they were tired and hurt but not dangerously so they will be knocked out.)
S: The entire body of the Shugotenshi is turned into 600 sheets of paper. While active the ninja floats up to five feet off the ground at all times. Body is recreated once this jutsu is turned off, regardless of amount of paper used/destroyed, but any damage the paper took (fire, etc.) is transferred to the actual body at the change. If the user is hit by an s-rank katon jutsu this is put on forced cooldown and they are knocked unconscious. If they are already weak or the jutsu is SS-rank, they will immediately die.
To obtain this forbidden technique the ninja must be at least an a-rank jounin, and must go on a 5000 word quest to discover and train this ability. This unlocks it at A-rank. Doing so, however, names you as a traitor to your clan; and depending on your Kage's view, your village.
To increase this to S-rank the ninja must be an s-rank jounin, anbu, sannin or Kage. This requires an additional 4000 word topic of training and enlightenment.
