Clan: Tsukino

Clan History: The Tsukino are one of the older clan of Kumo; having existed in the general area of the village for centuries. They started as nothing more then war monks and priests of the old religions; that over time branched out and took on new jobs and ideals. When the teachings of the Sage of the Six Path's reached their lands, they became entranced with the ideas of Ninjutsu and chakra; finding them similar, but far more powerful, then the abilities they had honed as monks previously. Absorbing the teaching and knowledge as they found it; the clan transitioned from holy men to ninja. After a few generations, the first Raikage approached the clan head and offered a contract; the clan would be absorbed into Kumo, and Kumo would allow the clan to function as mostly a independent entity so long as they agreed to serve the village. As the clan had more or less allied themselves with the village over the years, the offer was accepted. The clan remained outside the village proper for the most part; retaining control of their ancestral lands as part of the deal with the Raikage. There they continued to evolve and hone their skills. Over the generations since, the clan had discovered a strong affinity within their ranks to one element over all others. Raiton, the chakra of Lightning. Some within the clan speculate this is due to the close proximity of the clan's lands to the Thunder Grounds. Who knows, maybe it's just a quirk of the clan's genome.

In times long ago; soon after the clan was brought into the ranks of the Kumo ninja; another clan settled not far from the edge of the Tsukino lands: the Genjutsu masters of the Malkavia. These new ninja unsettled the Tsukino in ways the clan did not fully understand; as a curious tweak of their biology had left them highly susceptible to Genjutsu effects; but had never been a major issue before this time. The Malkavian's madness however; that was a major problem. On top of that; the Malkavian tendency to use Tsukino as unknowing test subjects for their Genjutsu practice. Within three generations it was apparent that the effects of the Malkavian clan where beginning to cause major problems for the Tsukino; 1 in 3 children born was born with extreme mental and behavioral problems; and the adults where fairing little better. It had become nearly impossible for the Tsukino to practice the sage arts they had always known; the Malkavian induced madness left them unable to meditate; or even hear the Song of the Storms; as the clansmen called it; in their minds: so strong was the influence of the other clan. When the Malkavia decided that they had enough of Kumo and departed; the Tsukino where finally able to begin to rebuild and recover. However, the time of the Mad Ones had left the clan permanently marked and filled with scars; the least of which was the utter destruction of what little Genjutsu resistance the clan had.

During the years of struggle spent attempting to save Kumo; the Tsukino dedicated the full force of their barrier style-Fuuinjutsu to keeping the people safe and the tainted waters contained. However, in the end even their barriers failed; and the village was lost. The majority of the clan fled to the underground areas of Yokuchi, with small segment of the clan moving to Niwaurushi to maintain the mountain barriers there. They stayed in these areas for years, working to maintain the barriers and waiting for the chance to return home fully. When the plague finally died out, they where among the first to return and begin the rebuild of their ancesteral village home; even going as far as to design the Bridge of Hope as memorial to the strength of their village and people. Some of the clan chose to remain in Yokuchi in order to strengthen ties between the villages, but overall the clan has returned fully to their mountain home and beloved temple.

Kekkei Genkai Description: The Tsukino are masters of barrier sealing; to the point that they use very little else at all. Because of this, the clan receives a +1 rank to all Fuuinjutsu. Whether because of the clan's near saturation in electric fields from birth; or just the sheer affinity for Raiton the clan posesses; each member of the clan produces a passive discharge of electricity. This field is strongest within a milimeter of the Tsukino's skin, and as such it can be extremely painful to touch a Tsukino without protection of some sort. However, as a Tsukino trains and ages, they learn to control and temporarily cancel the shock effect; allowing themselves to safely come in contact with people again. While the effect is not normally strong enough to be considered a combat ability; higher ranked (Special Jounin or higher) Tsukino are able to cause significant pain and a near stun effect in an enemy that is weak to Raiton.

The clan posseses another specialized ability; Tap-Transfer Sealing. This allows the Tsukino to place fully formed seals up to the same rank as the user onto any surface without the need for a lengthy charge or creation time. This also allows a Tsukino to transfer a fully formed seal though a specilized medium; usually a weapon or item that has been engraved with the Tsukino's clan symbol, which acts as the base for all Tsukino clan seals. However, when a medium is used; the rank of the seal able to be transfered drops to 1 rank below that of the item.

Long ago they began to enfuse thier specialized clan Fuuinjutsu with Raiton chakra; giving the individual barriers added strength and combat efficiency.The shock delivered is based on the ranking of the jutsu used. Is can be anything from almost a static discharge at D-rank, to a near electrocution at S-rank.

D-rank : Small shock, no more powerful then static shock.
C-Rank: Enough to cause hair to stand on end. Causes a small amount of pain in afflicted area, and forces the body to recoil away
B-Rank: Causes significant pain and mild numbness in afflicted area. May cause minor burns if contact is prolonged.
A-Rank: Severe shock; enough to cause the afflicted to drop from pain and the force of the electricity flowing through their nerves. Causes a major 1st degree burn upon contact; and can cause 2nd or 3rd degree burns if contact is forced.
S-rank: Devastating jolt; causing the afflicted to instantly pass out from shock. Second degree burns are instantaneous in afflicted area. Shock and stun effect that lasts up to 3 posts, unless medical attention is immediately given.

Drawbacks: This clan specializes in Fuuinjutsu almost to the exclusion of all other specialties. Members must have both Fuuinjutsu and Raiton as their primary specialization and elements. They receive a -1 rank in Ninjutsu, Chakra Flow, Medical Ninjutsu, and Puppetry. Tsukino cannot learn Genjutsu as a specialty. They are also EXTREMELY susceptible to Genjutsu attacks; and as such all attacks to a Tsukino are treated as +3 in power. In summation: Genjutsu used against the Tsukino is treated as +3 ranks higher in power then it would normally be. On top of this; anyone of the Malkavia clan using Genjutsu against a Tsukino gains an additional +2 power; due to the two clan's long history. This means that any Malkavian gains a +5 advantage against a Tsukino.

Description: This just is used primarily for detection purposes. In essence, you create a web of lightning chakra that covers a circular area radiating for up to 15 meter(45 feet) from where the user stands. The chakra itself is emitted from the both the user's hands and feet; requiring that they be either knelling upon the surface they wish to use the jutsu over; or using some form of a chakra medium. This means that the user cannot move without causing the jutsu to break; rendering them helpless to a degree. A ninja that has trained the jutsu sufficiently may be able to use the jutsu with just their feet (requires a n extra training post of 1000 words or more). The user is able to sense both the breaks in the line caused by someone walking over the web, as well as the faint bursts of electrical energy that the nervous system uses to communicate with the body. The web of chakra may be cast underground; at a loss of 50% of the total range, due to the resistance of the earth to the electrical nature of the jutsu. If the web is lain above ground; the lines of chakra are somewhat difficult to spot; as they are as thin as ninja wires; but do release a faint glowing; which can be seen in a sufficiently dark area. There is no effect to standing upon, or inside the web, as the electrical charge of the lines is too low for the average human to sense without coming in direct contact.

Description: This is a branch of the Lightning Release: Detection Web. While the fundamentals are the same; the user has trained enough to allow them to freely control the web itself, while increasing the amount of power they are able to apply to this jutsu. This
allows the user to create a solid web; through which they me trap an enemy, or use as a defensive shield of sorts. When laying flat; the web retains the size of the original jutsu; but when raised into the dome shaped barrier form, it constricts to a diameter of no more then 7 meters. When in dome form; the lines of chakra that form the web become as thick as ropes; with enough lightning chakra coursing through them to easily stun a ninja, and cause minor burns at the contact point. The “floor” of the web is burred in the ground to a dept
of half a foot; allowing anyone contained within to stand and move normally. Escape is difficult; it is possible to break free through sheer force; but the pain and damage caused would be intense. It would require a jutsu of equal rank or higher to the user, or else a resistance to Raiton that would allow the trapped person to tolerate the effects of the walls. The walls themselves are resistant to weaponry; they will stop or deflect up to 20 small projectiles at any time, while any that escape that are made of an electrical conducting substance are charged with the power of a D-rank shock. This can be both a blessing and a curse; depending on who is inside the barrier.
