Your base movement speed is the speed at which you move without any sort of physical specs coming into play, as well as any jutsu that might boost your movement speed. Your base movement speed goes up according to the rank of your character. For those trained in a physical spec your speed will be higher than those who lack any sort of physical spec. To keep the confusion down you can see where everything stands in the chart below.



For those of you who have more than one physical spec you simply take the speed of your highest ranked spec and add an additional 5 MPH to it. (Say you're a Kage with Taijutsu and Kenjutsu and your Taijutsu is higher ranked than your Kenjutsu is, then your speed would be 200 + 5, leaving you at 205 MPH instead of just 200).

For those with three physical specs you take your highest ranked spec's speed and add an additional 15 MPH onto it for your max speed. The only exception to this rule is those with Weapons Tech as one of their 3 physical specs; they will only receive a boost of +10 MPH due to Weapons Tech having chakra built into it.


Of course, speed boost jutsu are still allowed, and they follow a strict set of guidelines as well depending on the rank of the jutsu:

D Rank: No speed based jutsu are allowed at this rank.
C Rank: A boost up to 10 MPH is allowed at this rank.
B Rank: A boost up to 20 MPH is allowed at this rank.
A Rank: A boost up to 30 MPH is allowed at this rank.
S Rank: A boost up to 40 MPH is allowed at this rank.

There are no speed boost jutsu - outside of legendaries that the staff creates/allows - allowed above S rank.
